Clearance issues that, of course, aren’t a problem for the acting Deputy Director!

Chao voices concern about payments not getting into the right hands with Thomas Miller no longer in the picture. Questioning the best way to proceed, he says it is important his family knows he is still alive. Tin Tun is none too thrilled with what he is hearing. Chao admits to still being bitter about Tin Tun’s family selling out their operation.
Langley, Virginia CIA – Patrick discovers a list of people, including Domingo Chavez (Michael Pena), tied to active CIA missions. On his way to further investigate Domingo, Ryan encounters Elizabeth Wright (Betty Gabriel). She asks if he will help her write a speech for an upcoming hearing. He says Thomas Miller is the former director. Chavez denies any connection with Miller, only someone named Walters. Ryan points out that it is Miller’s name in the “Pluto” file. He tells him that directors are generally not responsible for the finance side of secret missions. The heavily encrypted files reveal 15 SOG missions that were successful. He suggests Chavez may be the CIA’s most dangerous operative.
Wan Ai-Kiao Shan State, Myanmar – Chao speaks with Doctor Thaung (Thomas Chaanhing) about an alibi for him and his family for the past three days. Thaung assures him that he didn’t see Bennu on their visit. Chao says it only matters that Bennu’s file confirms their visit. Thaung agrees to give him and his family an alibi. They get the paperwork in order.
Washington, DC – Chavez claims to have first met Chao 14 months ago. He tells Ryan that Chavez earned his connection with the Marquez Cartel through his cousin, Rodrigo Marin (Ricardo Carrico). He received CIA authorization to execute Marquez Cartel’s orders. He admits to assassinating Emilio Perez (Carlos Cabra), Marquez Cartel’s prominent competitor. He was in the dark about Marquez Cartel operations being under the guise of the Triad until it was validated through Chao. He says Chao had the names of the targets and other pertinent details. Chao refuses to speak further for fear of his family’s safety.
James Greer (Wendell Pierce) stages a chance encounter with Thomas Miller at a random Washington bar. He tells Miller that he knows about “Pluto.” Frustrated, Miller walks away to alert Bill Tuttle (Michael McElhatton) of Ryan and Greer investigating “Pluto.” Greer contacts Mike November (Michael Kelly) in hopes of gathering more information about “Pluto.” In a private location, Miller sends Chao an encrypted message. They discuss Chavez’s breaking the rules and blowing the entire operation. Chao points the finger at Miller who is responsible for payouts. Miller reminds him that Ryan shut down the accounts. He asks about Chavez before the call ends. After Chavez reveals himself, he demands to know who he was talking to. They agree it is time to speak with President Bachler (David Bedella). Ryan suggests Miller supports his theory of Miller being a viable resource to the Silver Lotus Triad. He warns that the connection could create a black market for illegal contraband, trafficking humans, and terrorism. Bachler questions Miller’s whereabouts. Ryan assures him that his best man is tracking him. He suggests Miller is the key to Chao. Bachler says it is the Intelligence Committee he needs to worry about. Ryan agrees to accept all the blame to protect Elizabeth before leaving. Bachler recommends Elizabeth protect herself from Ryan by meeting with President Okoli (Joseph Mydell) in Lagos. He says Okoli is seeking assistance from the American government in preventing Ekon Ameh (Hugh Quarshie) from exposing him as a CIA informant and partly responsible for the Nigerian president’s assassination.
Ryan receives a text from Miller requesting an 11:00 meeting at Waterfront Park. He informs Chavez of the meeting. Chavez threatens to murder Miller if he ever lays eyes on him again.
Elizabeth asks Adebayo “Ade” Osoji (Okieriete Onaodowan) to be her special advisor for an important meeting with President Okoli. When the open Committee meeting starts, Senator Henshaw (Derek Cecil) swears her in. She boasts of her service to the United States.
Waterfront Park Washington DC – Miller asks Ryan to reactivate “Pluto.” Ignoring his request, Ryan asks what he should do with Chavez and Walters. Miller says Walters is unimportant before warning there will be ramifications for his shutting down the operation. Greer is a short distance away, recording the meeting. Ryan agrees to reopen the operation if he connects him to the leader. Miller assures him that it would not end well before getting spooked. After Miller’s departure, Ryan receives a call from Chavez who issues a warning that it will be his way from now on. He races toward Greer.
Upon return to his office, Miller is apprehended from behind. Tuttle forces liquor and pills down his throat after restraining him to a chair. Chavez arrives to find Tuttle is nowhere to be seen. Ryan and Greer arrive a short time later. Chavez says it is too late, Miller was potentially the next target. The episode closes.
Tom Clancy’s Jack Ryan Review
Episode 2 did a much better job of bringing the pieces together to reveal the game board. It didn’t have as much filler as the pilot episode which is always a plus. I can’t complain too much about the WHO Conference, seeing that it wasn’t merely a 5-minute scene. Although with the death of Miller, Chavez and Ryan are trying to fight a faceless enemy; the suspense doesn’t seem to be building as it should. For that, I would have to give the episode 5 out of 10.
