2030 Alps – Upon arrival, Edo tells Ettore Zani (Maurizio Lombardi) that they know what the meeting is about this time. He greets Cecile Martin (Julia Piaton) and Wolfgang Klein (Bernhard Schutz) but they ignore him. He escorts them toward the entrance where their eyes are scanned for security purposes. During the meeting, Edo says the weapon, “Jupiter,” will spread through the public water system. He adds that it will be tested for dispersion coefficient and afterward, will begin production. Jupiter will continue to spread until the entire population has been reached. Klein asks what they have planned for their agencies. Edo informs him of their decision to allow the European Council access to Jupiter but Manticore Italy has the right to the first analysis data. Ettore says they also have control of a Third Element, the Manticore Italy half of the weapon. Having no other options, Klein and    Cecile agree to their terms. After the meeting, Edo confronts Ettore about not telling him about his plan to tell Klein and Cecile about the third element. Ettore assures him that it was the right time. Edo disagrees because there is no guarantee it is doable. Ettore suggests he is concerned about the Third Element being meant to kill.

Diana recalls Gabrielle vowing there is nothing in the Citadel database that could lead back to her. In a flashback, young Diana musters up the courage to break the Citadel communication device. A short time later, she surprises Edo with a visit. He is angry with her because she disappeared for a month. She tells him that she wants him, not a normal life. They later make love. She admits to wanting to destroy the storage device but knew Manticore would just create another deadly weapon and they would have been in trouble. He asks why she is telling him. She says he is the only person who can help her create a safer world. He reminds her that Manticore brought down Flight OT9732 which killed her parents and a Citadel agent. She asks if he was part of the plan. He says no and apologizes.

8 Years Earlier – Young Diana secretly watches Edo, Julia Zani (Thekla Reuten), and Edo get into a car.

In 2030 – Ettore voices concern about not being able to reach Edo. Elsewhere, Edo tells Diana that when the French half, a microscopic interception system, is inserted into the German half becomes a biotechnology compound made to embed itself in the human body. It will give Manticore Italy the power to control someone’s life from birth to death. She suggests it acts like a parasite. The weapon will allow them to utilize people to access and control data and there will be no need for wiretaps. He says Ettore is considering a third element to create a killing machine. She asks if he designed the third element. He reminds her that it is his job to create weapons before telling her that the host person would immediately die of natural causes. She suggests Ettore is pressuring him to be part of it. Seeing her Citadel medallion, he asks what is it. She claims it was in a house that she lived in and calls it her good luck charm. Later, Edo informs Ettore that Diana is interested in returning. Ettore questions why when she left with a lot of money. Edo says they have Diana to thank for their new position. Ettore asks if he was with her last night. Edo tells him to get used to it and admits to telling her everything. Surprised, Ettore asks about his progress on the Third Element. Edo claims it is nearly finished. Ettore stresses the need to nudge the idiot minister to pass the weapon law.

Julia listens as Ettore congratulates Edo and agrees to accept Diana. Edo thanks him and says it is only fair for him to have the Jupiter activation code as well but only if he agrees to replace Mattel (Daniele Paoloni) with Diana as the Manager of Manticore Italy. Ettore reluctantly agrees and promises to make it official tonight. Edo sends him the activation code and ends the call. Ettore orders Mattel to block Diana’s communication signals but allow her to complete the process while he memorizes each step. Elsewhere, Edo is watching a news report about the liberalization of weapons when Ettore approaches and insists they need a new government. Edo agrees because they will need logistical support. Sneering, Edo says, “Me too.” At the water tower, Diana activates the Jupiter particles and prepares to leave when Mattel draws his gun. She hits him with the case. A struggle ensues. At the Zani house, Edo watches Ettore drink tap water before saying the first prototype of the Third Element is complete. Holding it up, Edo says it shouldn’t cause him pain. Edo threatens him with the Third Element if he doesn’t stop Mattel. At the water tower, Diana struggles against Mattel under the water. Refusing to call Mattel, Ettore assures Edo that he is just like him. Edo refutes his claim and activates the Third Element. Ettore collapses to the floor.

At the water tower, Diana stops struggling, shoots Mattel, quickly emerges from the water, and gasps for air. She gradually makes her way to the exit where the Manticore agents are dead. Gabrielle reveals himself. Holding back her tears, she appears relieved as the episode ends.

Citadel: Diana Finale Review

After convincing herself that there is no evidence tying her to Citadel, Diana returns to Manticore and Edo. He tells her everything about the new weapon, Jupiter, and Manicore Italy’s Third Element. When added to the public water supply, Jupiter is consumed by all humans. The Third Element gives Manticore Italy full control of anyone with access to crucial data. The target dies a natural death and Manticore gains full control of their mind and body. No longer will they need wiretaps and other spy technology to access and control data.

Edo insists Ettore replace Mattel with Diana Manager at the Manager of Manticore Italy. When Ettore agrees, Edo sends him the activation code for Jupiter. Ettore betrays Edo by ordering Mattel to kill Diana. Julia warns Edo who then threatens to utilize the Third Element on Ettore if he doesn’t call off Mattel. Ettore refuses and within seconds, he is dead.

Diana is near to drowning when she manages to retrieve her gun and shoot Mattel. Upon leaving the water tower, she encounters Gabrielle.

The finale closes specific subplots while opening a few more. The explanation of the Manticore technologies is too in-depth. It’s easy to lose interest and wish the story would push forward. The season helps to make sense of Citadel’s creation and fall. A second season would finalize Diana’s story.

The acting is solid with a few minor blemishes. The camerawork is good from start to finish. The finale deserves a 6 out of 10. Get more Citadel: Diana recaps here.
