As the episode opens, Alex (Tomiwa Edun) monitors the progress of IEDs installed in plush bears. Tim (Dan Whitlam) keeps an eye on Alex. When he leaves his seat, Alex sends Lana Washington (Vicky McClure) claiming he is being watched. She enters a bathroom stall before sending him a text that reads, “We need to know what they are planning.”
Lana informs her superior that Suspect A is The Wave’s leader. Commander John Francis (Julian Ovenden) asks if Alex showed up at her place without notice. She reminds him of how Alex put his life in danger to help their cause. He demands she notify them if Alex contacts him again. Sonya Reeves (Kerry Godliman) suggests the RDX started in Poland where there is an advanced black market. ABW CCTV footage shows Nicholas Hood with an illegal arms dealer in Poland. DI Amar Batra (Maanuy Thiara) points out a woman in the footage. Francis questions if the woman is Suspect A who murdered DCI Thom Youngblood. Francis orders Hugo’s photo shared across the force but not leaked to the press. DS Helen Morgan (Natalie Simpson) tells him that Webster King (Oliver Senton), whose home came under attack yesterday, is the only link to The Wave attacks.
Batra says King owns Tritia Global Analytics and was Cabinet Minister Matthew Polfrey’s business partner. He adds that King owns Bullion Wharf where the scooter bombing took place. He suggests that King may know something.
King suggests the attack on his house is linked to his making enemies when he took over the failing company. At the station, Batra tells Helen that the CCTV cameras were disabled 20 minutes before the scooter bombing. Suspect B, Hugo (OS Leanse) can be in the footage.
A team of officers arrives at Nicolas Hood’s rental property. Entering the property through the back door, Alana discovers it vacant with a new filing cabinet. Utilizing an endoscope camera, she discovers a live IED inside the filing cabinet. After filling the drawer full of expanding foam, she gradually the drawers. Elsewhere, An off-duty police officer (Luke Philpott) spots Hugo walking down the sidewalk.
Tim shows Hope (Bethan Cullinane) Hugo’s photo retrieved from internal police coms. Alex watches from a short distance away. The woman orders him brought in immediately. Elsewhere, Lana finds Mark Griffiths’ driver’s license inside the filing cabinet in Hood’s house. She receives a message from her father urging her to call Val Washington (Tamzin Griffin). She gets her voicemail. Later, Batra tells Francis, Helen, and Lana that Mark Griffith’s driver’s license was utilized to rent a van that was tracked to Enniskillen, where it disappeared and reappeared two hours later en route to Belfast. He says Hugo replaced Hood as the driver. Lana leaves Val a voicemail.
Hugo was seen at Fullbrook Industrial Estate. He enters the warehouse to find it abandoned. The police prepare to move in as Hugo calls to see where The Wave relocated. Gang Member 2 apologizes before ending the call. Looking over to see teddy bears sitting on a table, he takes off running. The officers approach the warehouse when it explodes.
Batra tells Superintendent Byrne (Christopher Patrick Nolan) that Hood disappeared from the CCTV camera near the border and reappeared two hours later. Byrne informs him of a port at Sligo and Knock International Airport.
Helen tells Danny (Eric Shango) and Lana that the victim inside the warehouse is most likely Suspect B. She suggests The Wave killed him because the police were onto them.
The Wave relocated to another facility. Alex asks what happened to Hugo. Gang Member 2 says the cause is more important. He listens to her explain what happened to someone on the phone. Ending the call, she sends Alex to pick up a Wi-Fi booster. He meets Lana in a park. She informs him of Hugo’s death. He warns that The Wave is monitoring police communications. He claims a man higher up ordered the Hope to stop but she won’t. Sliding an invoice across the bench, he says to trace the money. Tim watches him from a short distance away. Lana opens the invoice to Hengelfield Farm in Hertfordshire. Farm-grade fertilizer was purchased with cash.
Francis scolds Lana for meeting Alex without calling it in. She says he only trusts her before urging him to investigate the man in charge. She accuses him of only caring about himself, not Alex or his team. She turns in her badge before leaving. When Helen tries to talk to her, she claims Thom wanted to tell her that they were going to give it a go. Batra tells Helen that Suspect A, Hope is the illegal arms dealer who met Hood in Cracow. Scanning Birdhill Airport’s flight list, she sees Webster King’s name. Later, Helen tells Francis that King flew into the Birdhill Airport on a Challenger jet nine times in the last year. She says King has a castle 40 minutes from where Hood’s van disappeared on the CCTV. Batra says the Challenger flew in on that same day but without King.
Jeff Washington (Kevin Eldon) and Val are surprised to learn Lana resigned. She admits to not being able to save Billy, John, and Thom. Irate, she says they have no idea what her job is like. Jeff assures her that she is not responsible for Billy’s death. She scrutinizes them before leaving.
Batra tells Francis that King benefits from the bombings because his shell company is bidding for redevelopment of a site. He says Tritia is being investigated for sharing data improperly. Byrne adds that the bomb destroyed important files. King and Polfrey fell out before he died. He is planning a new housing development at Polfrey’s country estate. Helen says the invoice that Alex gave Lana is from a pig farm, probably leased by King, that has little need for fertilizer. Refuting the claim, Francis reminds them of King’s house being bombed. Danny calls to check on Lana. He calls her out for what she said to Helen. He tells her that King is believed to be backing The Wave.
CCTV of a wedding shows King and his family leaving the venue. Danny says Lana calls it a false flag attack because King is the financial backer, not the target. Helen tells Francis that the guests are his enemies. Batra learns that on February 8, the Challenger arrived at Birdhill Airport from Cracow. He receives an alert that King and another passenger are leaving for Kuwait today. Francis warns that King is good as gone because the UK and Kuwait do not have an extradition treaty.
Francis pulls up as King prepares to board a jet. He refuses to go into the station. Helen arrests him for committing acts of terrorism. Francis says handcuffs are not necessary. Laughing, King asks Francis if he lost his confidence before assuring them that people like him never go to prison. When he answers his wife’s call, he is shot in the head. As King’s body is taken off on a stretcher, Helen and Francis agree he was a target and the call was not from his wife. A video of King’s death is posted online. He stresses the need to get Alex to talk.
Lana watches a news segment about King’s murder. She receives a call from Alex claiming to be armed with a bomb for the London Stock Exchange. She informs him of her resignation. He demands she diffuse the bomb. She locates him inside an abandoned church. He warns that the leader will continue until the criminal justice system crashes. After he is gone, she opens the bag to find a bomb. She snips a blue wire. Confetti explodes everywhere when Hope arrives and shoots her with a taser. Lana collapses on the floor as the episode ends.
